“老撾國家工業能源礦業勘查和工程設計中心 成立慶典及授牌儀式”在萬象召開

中華新聞通訊社/中華時報 11 月 29日訊(記者 李淩 王龍德 )2025年11月28日,由老撾工業貿易與能源研究院舉辦的“老撾國家工業能源礦業勘查和工程設計中心成立慶典及授牌儀式” 在老撾萬象圓滿舉行。來自老撾政府的高級領導、昆明理工大學校級領導和全球的商業夥伴齊聚一堂,共同見證這一歷史性盛會。

自2017年以來 ,昆明理工大學與老撾能源礦產部始終堅持共商共建共用理念,先後兩次與老撾國家能源與礦業研究院簽訂了《人才培養合作協議》以及《關於合作共建礦冶新技術和能礦工程設計研究中心的諒解備忘錄》,獲批建設雲南省中老能礦分析與技術創新國際聯合研發中心,聯合舉辦兩期專業技術培訓班,先後為老撾能礦領域培訓工程技術人才70餘名。多年來通過雙方合作基地共建、科技人才聯合培養、職業技能、學歷教育、專題講學等多元化人才培訓模式,開展了全方位的教育與科技合作。在雙方堅持不懈的推動下,基於與昆明理工大學長期合作共建的堅實基礎,2025年老撾政府已向中國政府申報“合作共建礦冶新技術和能礦工程設計研究中心援助資金專案”。

本次成立“老撾國家工業能源礦業勘查和工程設計中心”,是配套援助資金專案,搭建此平臺旨在加快申請使用中國政府援助資金專案–“老撾礦冶新技術和能礦工程設計研究中心”,推進老撾工貿部工業貿易與能源研究院在工業能源和礦產技術領域的全面務實國際合作。

儀式邀請了工業貿易部副部長占塔本.蘇亞倫,原副部長通帕·英塔翁,財政部老中合作委員會辦公廳副主任西蘇雷·拉薩西信,老撾科學資訊部代表金潔松.萬文孔,老撾中華總商會主席姚賓,國家開發銀行、中國工商銀行萬象分行、雲南省駐老撾(企業)商務代表處等重要企業領導。昆明理工大學研究設計院院長、昆明理工鴻雁科技有限公司董事長孔德全、雲南省老中分析中心主任林豔教授等出席了慶典儀式。雲南省人民政府副省長王學勤、昆明理工大學校長王華通過視頻方式致辭。

阿努薩院長介紹了本次與昆工合作成立中心的情況。一是中心職能及作用,雙方在政策溝通、資訊共用、專案對接等方面,已開展了一系列富有成效的工作,有效地促進了工業能源行業國際合作。二是合作共建“礦冶新技術和能礦工程設計研究中心援助資金專案”申報政府援助資金已取得階段性成果。三是成為一個可複製可推廣的成功案例。積極踐行“一帶一路”倡議,開展了大量實踐,帶動了當地經濟社會發展,在“走出去”的過程中,將重要新技術轉移應用到東南亞國家,始終秉持“人類命運共同體”理念,力爭打造成為一個可複製可推廣的成功案例。

近年來,昆明理工大學主動融入和服務“一帶一路”倡議,在中國與東盟合作、瀾湄區域合作等重要國際區域合作機制中,作為中國高校代表發揮了積極作用作為雲南省“雙一流”建設重點支持高校,昆明理工大學依託雲南省的資源優勢和區位優勢,已形成“大有色”學科體系,全面發揮昆明理工大學在中國面向南亞東南亞教育輻射中心建設中的重要作用,加快推動與老撾能礦部在能源和礦產技術領域的全面務實合作是該校的重大發展戰略。中心的成立將進一步推動中老雙方國際合作向縱深發展,也將有力促進環印度洋區域合作落地走實。

期間,工貿部副部長占塔本.蘇亞倫上臺為“老撾國家工業能源礦業勘查和工程設計中心”授牌,老撾國家工貿與能源研究院長阿努薩 蓬沙瓦先生,昆明理工大學設計院院長孔德全上臺接牌。

Press Release Inauguration Ceremony and Plaque-Awarding of the Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC) Successfully Held in Vientiane

Vientiane, 28 November 2025

On 28 November 2025, the Inauguration Ceremony and Plaque-Awarding of the Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC), hosted by the Institute for Industry, Commerce and Energy of the Ministry of Industry and Commerce of Laos, was successfully held in Vientiane. Senior Lao government officials, leaders of Kunming University of Science and Technology, and business partners from around the world gathered together to witness this historic event.

Since 2017, Kunming University of Science and Technology and the Lao Ministry of Energy and Mines have steadfastly adhered to the principles of extensive consultation, joint contribution and shared benefits. The two sides have successively signed the Cooperation Agreement on Talent Development and the Memorandum of Understanding on the Joint Establishment of the Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC) with the former Lao Institute of Energy and Mines, successfully obtained approval to establish the Yunnan Province China–Laos International Joint R&D Center for Energy and Mineral Analysis and Technological Innovation, and jointly organised two professional technical training programmes, training more than 70 engineers and technicians for Laos’ energy and mining sector. Through diversified talent-cultivation models — including joint construction of cooperation bases, co-training of scientific and technological personnel, vocational skills training, degree education, and special lectures — the two sides have carried out all-round educational and scientific-technological cooperation. Thanks to the unremitting efforts of both parties and the solid foundation of long-term cooperation with KUST, in 2025 the Lao Government officially submitted to the Chinese Government the application for the China-aid project entitled “Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC)”.

The establishment of SEDEMIC is the supporting institution for this China-aid project. The platform aims to accelerate the application and utilisation of Chinese government aid funds for the “Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC)” and to promote comprehensive, practical international cooperation of the Institute for Industry, Commerce and Energy in the fields of industrial energy and mineral technology.

In his address, Dr. Anousak PHONGSAVATH, Director General of the Institute, reviewed the cooperation with KUST and highlighted three key points:

1. The functions and role of the Center — fruitful work has already been conducted in policy coordination, information sharing, and project matchmaking, effectively promoting international cooperation in the industrial energy sector;

2. Significant progress has been achieved in applying for Chinese government aid funds for the joint project;

3. The Center is expected to become a replicable and scalable success story that actively implements the Belt and Road Initiative, drives local economic and social development, transfers important new technologies to Southeast Asian countries, and embodies the vision of a shared future for mankind.

In recent years, Kunming University of Science and Technology, as a key “Double First-Class” university in Yunnan Province, has actively integrated into and served the Belt and Road Initiative, playing a positive role in China–ASEAN cooperation, Lancang-Mekong cooperation and other major regional mechanisms. Leveraging Yunnan’s resource and geographical advantages, KUST has built a world-class non-ferrous metallurgy discipline cluster and fully demonstrated its leading role in China’s educational outreach to South and Southeast Asia. Accelerating comprehensive, practical cooperation with the Lao Ministry of Industry and Commerce in energy and mineral technology has become a major strategic priority for the university. The establishment of SEDEMIC will further deepen bilateral international cooperation and strongly promote the effective implementation of cooperation initiatives in the Indian Ocean Rim region.

During the ceremony, H.E. Mr. Chanthaboun SOUK-ALOUN, Vice Minister of Industry and Commerce, officially awarded the plaque to the Survey and Engineering Design for Energy and Mining Industries Center (SEDEMIC). Dr. Anousak PHONGSAVATH and Prof. Kong Dequan received the plaque on stage, marking the official founding of the Center.
