英为中国滞英人员提供一个月离境过渡期

中华时报/中华新闻通讯社讯：英国将为当前滞留在英且签证于1月24日至7月31日期间到期的中国公民提供一个月的离境过渡期，无法按期离境的人可申请特殊豁免

30天入境工作、学习和家庭团聚的纸质临时签证已过期或即将过期的人可申请有效期为90天的替代签证

英速签和24小时超级优先签证服务也将于8月3日重新开放

英国将为当前滞留在英且签证于1月24日至7月31日期间到期的第三国公民包括中国公民提供一个月的离境过渡期。

英国内政部提醒目前在英国且签证于1月24日至7月31日期间到期的第三国公民，由于当下全球旅行限制正逐渐放松，应尽可能采取合理的措施安排离境，且给予一个月的过渡期，帮助他们在8月31日之前离开英国。而无法在8月31日之前离开英国的人，可与新冠疫情移民工作组联系，出示有效证据，申请特殊豁免。拥有该豁免的人将不会因为非法逗留而受到惩罚。需要出示的证据包括

8月31日之后离境的确认机票；

新冠病毒检测结果呈阳性的证明等。

对于希望转为其他签证类别继续留在英国的人，可以在英国境内提交申请。

自疫情以来，考虑到全球旅行限制等因素，英国内政部曾发布一系列规定，多次为疫情期间受到旅行限制滞留在英国，且面临着签证到期困境的第三国公民提供签证延期便利。此前，签证于2020年1月24日至2020年7月31日期间到期的第三国公民，可通过与新冠疫情移民工作组联系，将签证延期至7月31日。

此外，对于海外的英国签证申请人，如因旅行受制，还未入境英国之前，30天入境工作、学习和家庭团聚的纸质临时签证就已过期或即将过期的人，可以亲自前往签证申请中心或者联系新冠疫情移民工作组（CIH@homeoffice.gov.uk；0800 678 1767）办理替代签证，替代签证的有效期将延长为90天。

此前暂停开放的英速签和24小时超级优先签证服务也将于8月3日在中国境内签证中心重新开放，届时申请人可按照惯例在VFS Global官网上办理相关服务。

A 90-day replacement visa will be available for overseas applicants whose 30-day vignette for work, study or to join family has expired, or is about to expire

Priority Visa Service and Super Priority Visa Service in China will be available again from August 3 2020

Chinese nationals in the UK whose visa expires between Jan 24 and July 31 2020 will be provided with a one-month’s grace period.

As global travel restrictions are lifting, the UK Home Office has reminded that those who are currently still in the UK and whose visa expires between Jan 24 and July 31should take reasonable steps to leave the UK, where it is possible to do so, or apply to regularise their stay in the UK.

A one-month grace period will be given for travel arrangements until Aug 31. For those who are not able to leave before Aug 31 2020, they will need to apply for ‘exceptional indemnity’ by contacting the Coronavirous Immigration Team to show evidence of why they are not able to leave. The indemnity will act as a short-term protection against any adverse action or consequences after the visa has expired. Evidence includes, for instance:

l a confirmed flight ticket with a date after 31 August,

l confirmation of a positive coronavirus test result.

People who decide to stay in the UK and switch to other visa routes could apply in the UK. They may be able to commence work or study whilst their application is under consideration

Previously, the UK has already announced a serial visa extension policy – Those whose visa expires between Jan 24 and July 31 2020 could apply for an extension of their visa until July 31 2020.

For those whose 30-day vignette to travel to the UK for work, study or to join family has expired, or is about to expire, they can request a replacement visa, by either visiting the VACs to arrange or contacting the Coronavirous Immigration Helpline (CIH@homeoffice.gov.uk; 0800 678 1767). On top of this, their new replacement visa will be valid for 90 days.

Priority Visa Service and Super Priority Visa Service in China will be available again from August 3 2020. Customers could purchase these services on VFS Global website as before.

英多所大学面临破产 Thirteen universities face bankruptcy

英国财政研究所宣称，拥有大量国际留学生的高等学府将面临最大幅收入下滑。High-ranking universities with large numbers of international students face the largest immediate drop in income, says the Institute for Fiscal Studies.

财政研究所还认为，越是最负盛名的大学就越是面临最大风险。But the least prestigious universities are at the greatest risk, says the IFS.

英国财政研究所并未透露大学名称，但表示有针对性政府救助计划将最具成效。 The IFS does not name the universities, but says a targeted government bailout would be the most cost-effective plan.

Sunak to give firms £1,000 cash bonus to hire trainees

中华时报英国（赵雪湄）由于担心失业率上升，英国政府承诺提供3万个新培训生岗位，以供年轻人工作。The government is pledging to provide 30,000 new traineeships to get young people in England into work, as fears about mounting unemployment increase.

实习生岗位包括数学、英语课堂教学，以及CV写作课程，还有达90个小时的无薪工作经验Traineeships provide classroom-based lessons in maths, English and CV writing, as well as up to 90 hours of unpaid work experience.

根据政府1.11亿英镑资金支持计划，英格兰公司将为实习生提供每个工作岗1,000英镑现金。Under the £111m scheme, firms in England will be given £1,000 for each work experience place they offer.

苏格兰，威尔士和北爱尔兰也将因类似计划获2100万英镑。Scotland, Wales and Northern Ireland will receive £21m for similar schemes.

Fujitsu announces permanent work-from-home plan

英政府权衡华为禁令 UK government weighs up UK ban

英国政府收到有关华为的一份报告，该报告可能会改变其对华为在英国电信网络所发挥作用的政策。The government has received a report into Huawei that is likely to change its policy over the Chinese firm’s role in the UK’s telecoms networks.

斯蒂芬.佩里：美国通过“欧洲研究小组”（现称为“中国研究小组”）来阻挠中国发展。目前，中国有一部分人急切推动中英合作发展，但我认为步伐太快，且为时过早。The USA is pushing back at China’s Golden Era through the European Research Group, now known as the China Research Group. China allowed some enthusiastic forces to push ideas for cooperation between China and the UK to fast and too early.
在与另一个国家合作时，必须清楚其中的敏感问题，不要让竞争对手轻易找到破绽。It is necessary when working with another country to be very aware of the sensitivities and not allow competitors to gain easy targets.

如果我们能秉承实事求是的精神，摸着石头过河，我们的合作就会前途光明。但若固步自封，就可能退步甚至摔跟头。中国应该秉持开放理念，在英国通过合资企业进行投资和利益共享，就像在中国国内那样。如果未来两国采取正确一致的做法，我们将会迎来美好未来。If we all seek truth from facts and feel the stones well the future is looking good. But if we try to stand still on old stones we might slip. China needs to be as open minded about investing through Joint ventures and shared benefit in the UK as it is in China. If we use ways that are consistent we shall find a good future.
